Why commercial roofs in The Woodlands fail the way they do

Three things shape commercial roofing here and none of them are about membrane.

Covenant administration and architectural review. The Woodlands is governed by a comprehensive set of development standards and covenants, administered rather than merely published, and they extend to visible building elements. On a commercial building with sloped or mansard roof detail, screening around rooftop equipment, or visible coping and edge metal, the specification can require review and approval. This is not a formality and it is not fast. It belongs at the front of the programme, not at the point where the sheet metal is being ordered.

Trees, seriously. The Woodlands retains mature pine and hardwood cover as a matter of design policy, which is the entire point of the place and is genuinely difficult for flat roofs. Pine needles blanket roofs and block drains faster than almost any other debris, organic matter holds moisture against the membrane, sap stains and degrades surfacing, and limb fall in storms punctures single-ply. The Woodlands took very heavy tree damage during Beryl on July 8, 2024. A twice-yearly drain clearing schedule is not enough here and we say so at the point of quoting a maintenance programme.

Institutional occupancy. Class A office, corporate campus and medical, almost all of it professionally managed and none of it able to tolerate disruption. Night and weekend work, sectional handover, and a bid document that a facilities manager can put in front of an asset committee.

The Woodlands sits in Montgomery County rather than Harris, which changes the permitting route, and it is far west of the windstorm boundary so no WPI-8 applies.

Permits, codes and windstorm rules in The Woodlands

Commercial roof work in The Woodlands is permitted through Montgomery County. The Woodlands is a township rather than an incorporated city, and commercial building permits generally run through Montgomery County rather than a municipal building department. Separately and importantly, covenant administration and design review apply to visible elements through the community's development standards. Two processes on different clocks, and the design review is the one that catches people out because contractors from outside the area do not expect it to exist.

The Woodlands is outside the TDI windstorm zone

The Texas Department of Insurance designated catastrophe area covers fourteen coastal counties plus the part of Harris County east of Highway 146, which inside city limits means La Porte, Morgan’s Point, Pasadena, Seabrook and Shoreacres. The Woodlands is west of that line, so no WPI-8 windstorm certificate is required on commercial roof work here.

Worth knowing, because it comes up: if a contractor tells you your The Woodlands building needs windstorm certification, they are either confused or selling you something. The boundary is published on the TDI catastrophe area map and you can check it yourself in about a minute.

If any part of it is visible, quite possibly. The Woodlands administers development standards covering visible building elements, and on a commercial building that can include sloped or mansard roof detail, equipment screening, coping and edge metal colour and profile. A flat membrane field that nobody can see is generally not the issue; the metal around it can be. Establish it at the start, because approval timing sits on the critical path and material lead times do not accommodate a late change.

How often should drains be cleared with this much tree cover?

Quarterly rather than twice yearly, and after any significant wind event. The standard twice-a-year schedule assumes a roof that is not sitting under mature pine. Pine needles mat together and block a strainer dome extraordinarily efficiently, and the consequence of a blocked drain during a Houston rainfall event is weight on the deck rather than merely a wet roof. Strainer domes on every drain and functioning overflow provision are the safety net.

Who issues the permit, Montgomery County or the township?

Generally Montgomery County, because The Woodlands is a township rather than an incorporated city and does not run a municipal building department in the way Sugar Land or Baytown do. Design review through the community's covenant administration is separate from permitting and runs on its own timeline. Contractors from outside the area routinely miss the second one entirely.
