The local problem

Why commercial roofs in Pasadena fail the way they do

Two distinct problems, split geographically.

East, toward the Ship Channel and Highway 225. This is refining and petrochemical country, and roofs here take chemical and process exhaust that ordinary commercial membrane was never designed for. TPO degrades on contact with a lot of what gets vented in this corridor. PVC resists it. We specify PVC on process-adjacent buildings in east Pasadena as a default rather than as an upgrade, and it is the single most useful thing we can tell a facilities manager here.

Hot work is the other eastern constraint. Most operating sites along 225 prohibit open flame outright, which rules out torch-applied modified bitumen entirely and pushes everything toward mechanically attached single-ply, self-adhered SBS and coatings. More on how industrial sites change the job.

West, along Spencer and Southmore. Ordinary commercial: retail strips, small offices, restaurants, auto and service businesses, much of it built between the 1960s and 1990s on low-slope mod bit or built-up roofs that are now on their second or third system. The problem here is the accumulation: we regularly core Pasadena retail roofs and find three systems on the deck, which means no legal recover is left and the tear-off is heavy and expensive.

Pasadena also took Beryl hard on July 8, 2024, and there is still storm-related work coming out of that and out of the May 16, 2024 derecho, particularly wind damage at coping and edge metal that nobody documented at the time.

Permits, codes and windstorm rules in Pasadena

Commercial roof work in Pasadena is permitted through City of Pasadena. Pasadena issues its own commercial building and re-roof permits through its own permits and inspections department, not through Harris County or the City of Houston. Work inside an operating plant may additionally sit under the site's own engineering approval and contractor management process, which usually takes longer than the city permit does and has to start earlier.

Part of Pasadena is in the windstorm zone and part is not

The TDI designated catastrophe area boundary runs along Highway 146, and Pasadena straddles it. Buildings east of that line, inside city limits, fall inside the zone along with La Porte, Morgan’s Point, Pasadena, Seabrook and Shoreacres and need a WPI-8 certificate of compliance on work to structures built or altered on or after January 1, 1988. Buildings west of it do not.

How do I know if my Pasadena building needs a WPI-8?

Check whether it is east of Highway 146 and inside the city limits. The TDI designated catastrophe area includes the portion of Harris County east of 146, which inside city limits covers La Porte, Morgan's Point, Pasadena, Seabrook and Shoreacres. Most of Pasadena's commercial stock along Spencer and Southmore is west of the line and needs nothing. Buildings out toward the eastern edge may not be. The TDI catastrophe area map settles it in a minute and it is worth settling before anybody prices the roof.

Why do you specify PVC in east Pasadena when TPO is cheaper?

Because TPO does not survive what gets vented in that corridor. Chemical and process exhaust, along with the grease and oils on any building with a kitchen, degrade TPO from the surface down and the failure is not repairable, it is replaceable. PVC resists it. The price difference is roughly $1.50 to $3.50 a square foot and the alternative is replacing a roof at year eight instead of year twenty-two.

Can you work inside the plant fence?

Yes. We are set up for contractor prequalification systems, site-specific orientation, escorted access and hot work procedures, and we detail plant roofs in cold-applied and mechanically attached systems so there is no flame on site at all. Tell us which site and which system they use at enquiry stage, because registration takes weeks and it is better started before the bid than after the award.
